Title VI Major Service Change Policy Hearings

MDOT MTA held three virtual presentation and Q&A sessions on proposed changes to our Title VI Major Service Change Policy, which determines when changes to our service require Service Equity Analyses. In light of lessons learned during the pandemic and changes that have occurred across the transit industry, MDOT MTA is currently updating its Major Service Change Policy, a component of our Title VI Program, a federal requirement that requires non-discrimination on the basis of race, color, or national origin, including ensuring meaningful access for Limited English Proficient (LEP) persons. As part of these sessions, MDOT MTA sought feedback from the public regarding, what constitutes a "major service change" to MTA services, including Core Bus, Commuter Bus, Metro Subway, Light Rail, and MARC? When a "major service change" is proposed for implementation, the agency must examine potential effects on minorities and low-income populations.
